Help from the new health law may not come soon enough for many
Americans, according to a report.
The Chicago Tribune: "The
nation's health system is continuing to fray, raising the prospect that
the country could experience a crisis before the law establishes a
health care safety net in 2014. ... State governments struggling with
budgets savaged by the recession are contemplating further cuts in
health care aid for the poor, despite the promise of more federal
dollars.
At the same time, several million unemployed Americans and
their families who have used federal assistance to hold on to health
insurance from work will lose coverage in coming months as the special
assistance program expires. Those with jobs face their own challenges as
employers continue to look for ways to pare back health benefits and
shift more costs to employees, if not drop health coverage altogether.
And people in all walks of life face rising health care prices and
skyrocketing insurance premiums, which in many places are rising at
double-digit rates this year."
Nancy-Ann DeParle, head of the
White House Office of Health Reform, said the nation would experience a
"'bridge period' until 2014, when Americans will get guaranteed access
to health coverage along with billions of dollars of federal subsidies
to help them pay their insurance bills. The Obama administration
believes that a series of initiatives in the new health care law will
help hold the line during this implementation period," including tax
breaks for small businesses and high risk pools, but "early research
suggests" that the early short-term aid "may be inadequate"

New Health Insurance Web Portal

The government's new Insurance Web Portal address is www.healthcare.gov. This new website is part of health reform where anyone can go online and find sources of
health coverage, both private insurers and public plans such as Medicaid
& CHIP. It doesn't directly impact self-funded plans & employers, except
that your plan participants will always have a comparison, and...how all
these "unrelated" aspects are evolving is useful insight of how
government thinks & acts in health reform. For example, insurance companies are concerned by the intensive
detail being sought by government about their plans, even closed plans. They feel that what is being demanded is far beyond the scope of health
reform, and they wonder why. Meanwhile when the portal website opens
("soon") it is reportedly mostly links.

Healthy Access to Individual Market Coverage

| The National Association of Health Underwriters (NAHU) is a professional trade association representing more than 20,000 health insurance agents, brokers and benefit specialists. NAHU's members help individuals and businesses purchase private health insurance coverage on a daily basis, and they feel that we must keep private individual health insurance coverage accessible and affordable for all Americans. Since each state's individual market is uniquely regulated, consumers in some states are faring better than in others, but no state's individual health insurance market is problem free.
Americans deserve to see what can be done at the federal level to provide better access to individual coverage for everyone who needs it, without taking away the ability of states to innovate in ways that are appropriate for their own citizens. Also, great care needs to be taken when implementing market reforms on a national level so that coverage is affordable. No matter how "fair" a market-reform idea might seem on its surface, it is not at all "fair" if it also prices people out of the marketplace. NAHU has developed 10 specific policy recommendations to ensure that all people, regardless of their health status and pre-existing medical conditions, have the ability to purchase affordable private individual coverage. Such requirements could either be enacted as part of a transition process to complete guaranteed issuance of coverage or they could be stand-alone requirements. Their recommendations are:
1. Require guaranteed access to individual coverage and create state-level financial backstops for catastrophic risks to keep coverage affordable.
2. Give pre-existing condition credit for prior individual market coverage to ensure true heath insurance portability.
3. Standardize state requirements regarding the consideration of pre-existing conditions.
4. Improve federal group-to-individual coverage portability provisions so that people can transition directly from employer coverage to individual coverage without hurdles.
5. Stabilize individual market rates by requiring more standardization as to how individual market carriers determine pricing.
6. Increase consumer protections regarding individual market coverage rescessions.
7. Make it easier for employers to help people purchase individual health insurance.
8. Provide federal financial assistance to keep individual health insurance coverage affordable, including enhanced deductibility, subsidies for low-income individuals and federal financial support for qualified state financial backstop programs.
9. Ensure that all Americans have health insurance coverage.
10. Allow state implementation of enhanced consumer protections with a federal fallback enforcement mechanism.
NAHU urges Congress to carefully consider these ideas. We look forward to working with policymakers to fill the gaps in our nation's coverage system and to make private individual health insurance coverage more affordable and accessible for all Americans. |

Michigan Companies enabled to 'Spy' on Consumer Credit Scores to Set Rates

On a 4-3 vote in Lansing, Michigan, last week, the Supreme Court of
Michigan ruled in favor of insurance companies to use customers' credit
scores to determine auto-insurance rates to charge. This recent victory
by Shylock insurance companies is nothing but handing down carrot to the
haves and stick to the have not, in this case Detroit residents.
Insurance
premium in Michigan is already one of the highest in America, so
Detroiters have to brace themselves for the worst with this verdict. It
is hard to describe how a city with high unemployment and poverty rates
could afford additional burden of auto-insurance alongside renters
insurance by red-eye landlords.
It is unfortunate that Insurance
Institute of Michigan, the plaintiff, succeeded despite the challenge
posed by the lawmakers and Governor Granholm of Michigan, who argued
that this ruling is a punishment to those with financial problems. The
question remains, "How many Detroit residents have perfect credit scores
or meet all the requirements that insurance companies are looking for?
The answer is not very certain now, to say the least. In old English
parlance, this victory is 'robbing Peter to pay Paul.' |

Dental Hygiene Habits May Help Your Heart
|
It's a domestic struggle unfolding nightly in
millions of households across the nation: Parents nagging kids to brush
their teeth, and kids retorting with something along the lines of "Don't
have a heart attack, Mom!" Well, actually Junior, it's YOU who might be
having the heart attack down the road if you fail to develop good
dental hygiene habits as a child. That's the unavoidable conclusion of a fascinating study recently
published in the British Medical Journal which compared dental
hygiene and heart attacks among 11,869 middle-aged men and women. Of
these, 71% brushed twice a day, 24% brushed once a day, and 5% rarely or
never brushed at all! Compared to the conscientious brushers, the
brush avoiders were 70% more likely to have suffered a cardiovascular
event (e.g., heart attack) over the course of the eight-year study
-- while once-a-day brushers were at 30% increased risk (incidentally,
170 of the 555 attacks were fatal). Lazy brushing habits may simply reflect an overall lackadaisical
attitude toward one's health -- but it's also true that dental neglect
can aggravate inflammation, which significantly contributes to heart
disease. If you're among the ranks of the non-brushing public, do your
heart (and folks around you) a favor by flossing and brushing twice a
day, and maintaining a healthy weight, as excess
pounds can triple your risk of periodontal disease as well as your
odds of having bad breath. Bonus: Did you know raisins
could actually help you prevent cavities and gum disease, thanks to
phytochemicals that suppress bacterial growth? Also try tea
to fight tooth decay.
